I agree, Let those who ride decide. I also agree that the neck is a great shock absorber. Unfortunately, it sucks when the force is applied at a 90 degree angle. A full face helmet is a great lever with the pivot point between the 2nd & 3rd cervical vertebrae. Snap.
The point is; today's helmets are not perfect. They have several design flaws which, in certain cases, can cause injuries rather than prevent them. Kind of like airbags or seatbelts. That's one reason I think use of all three should be a matter of choice, not a matter of law.
